Directions:

From I-95 Northbound: Take exit  74C -- Broad Street Exit. Take Broad Street West. Drive west on Broad, turn left on Governor Street, and turn left again on Bank Street.

From I-95 Southbound: Take exit 74B -- Franklin Street Exit. Turn right at the light.

From I-64 East- and Westbound: Take I-64 to I-95 South. Take exit 74B -- Franklin Street Exit. Turn right at the light..

Hourly and daily parking at variable rates is available in lots indicated, e.g., a public parking garage is located at 14th and Cary (entrance on Cary Street).

 

On-street parking may be available on streets around the Monroe Tower.

 

No visitor parking is available in the James Monroe Building parking deck.

 

 

 

 

 

 

Hotels Suggested by Utility Personnel:

Probably two of the closest are the Omni and the Marriott -- although I don't think either of them are within the rate allowed by travel regulations.  These are numbered in red, according to the single rate listed in the Hotel Guide.)

I suggest the Crowne Plaza (2) @ 555 East Canal Street, Richmond, VA 23219 (804) 788-0900 as a first choice.   Their rates are appropriate and the lodging/amenities good.  They do charge for parking, but have an attached garage.
The Commonwealth Park Suites Hotel (4) @ 9th & Bank Streets(POBox 455), Richmond, VA 23203 (804) 343-7300 or (800) 343-7301 says there is a parking charge, but does not say how much.  Though close, their price is (according to the hotel guide I have), a little over the allowable rate.  They also charge for parking.
The Historic District Hotel (1) @ 301 West Franklin Street, Richmond, VA 23220 (804) 644-9871 or (800) 778-4678 is a pretty good hike away from the Monroe Building, but is much less expensive than any of the aforementioned hotels, parking is free and has complimentary local transportation.  (I do not personally know much of this particular hotel other than what is listed as "services available" and that the hotel has 2 stars listed as their rating in the hotel guide.  Of the ones listed here, this is the only one with less than 3 stars.)
The Linden Row Inn (3) @ 100 East Franklin Street, Richmond, VA 23219 (804) 783-7000 or (800) 348-7424 appears to be a little bit over the allowable rate also and charges for parking, but says they have "morning transportation around the downtown area".
The Richmond Marriott (5) @ 500 East Broad Street, Richmond, VA 23219 (804) 643-3400 or (800) 228-9290 charges for parking and is, as I stated earlier, a pretty good chunk higher than the "allowable rate".  (As they are approximately the same distance from the Monroe Building as the Crowne Plaza, some like to stay at the Marriott instead.   Oh, the Marriott does list complimentary local transportation too.)
The Berkeley Hotel (6) is probably one of the closest (and most expensive) option.   They are located at 1200 East Cary Street, Richmond, VA 23219 (804) 780-1300 (no 800 number) They include complimentary/free valet parking.
